Description: Goodra comes with a good amount of bulk from its decent HP and great SpDef stats, so it'll be able to take a few hits without much problem.
Infestation will trap the opponent, and (with binding band), apply damage every turn equal to a non-toxic poisoning. Throw toxic on top of that, and you've got some nice, consistent damage being dealt every turn.
When it's starting to look like Goodra's going to faint, rain dance and rest. Hydration will cure the sleep status at the end of the turn, so you can go right back to stalling.
Options: Replace the binding band with a grip claw to trap foes fr the full 7 turns every time, but take less damage. If you prefer being able to switch in a counter without fear of the opponent also switching, this can be very good.
For more bulk, ignore the SpAtk EVs and put them in Def instead. Considering infestation has a low base power, and you can easily rely on recurring damage, this is a very easy switch to make.
Double battle with Politoed will remove the need for rain dance, so it can be replaced with another move. If you went with SpAtk EVs, Dragon Pulse is a high-powered special STAB move. If you went for Def EVs, you can use Dragon claw to deal with specially defensive pokemon, as Goodra's Atk is almost as good as its SpAtk.
Counters: If you go with the SpAtk EVs, your biggest weakness will be physical attackers. If you can set up reflect with another pokemon, this isn't as big of a deal, but be careful of incoming physical sweepers.
